I’ve seen several actions to create a sketch effect with photographs, but none of them actually worked to my needs. It’s not an easy task, coming up with just the right sequence to create a realistic sketch effect – but this tutorial contains one process that works very well.
1. Open the graphic that you want to create a sketch with, or grab the one I’m using (from StockByte.com) below.

2. Duplicate this original layer (Right-click the layer in the layer palette and choose “Duplicate Layer”) and name it “Copy”.
3. Click once on the “eye” in your layer palette beside the original layer so that it is no longer visible.
4. Click “Image” and from the list choose “Adjustments” then “Desaturate”. Your image will become a grayscale, colorless graphic.

5. This time, duplicate the “Copy” layer. (Right-click the layer “Copy” in your layer palette and choose “Duplicate Layer”) Name this layer “Inverted Copy”. Below is what your layer palette should now look like:

6. Make sure that the inverted copy layer is highlighted. Then click “Image, Adjustments, Invert”. Your Inverted Copy layer should look like a negative.

7. With the “Inverted Copy” layer still highlighted, go to the Blending Options drop-down list and choose “Color Dodge”.

8. Don’t Panic! – It’s supposed to be white or mostly white. You haven’t made a mistake, and yes, I intended for this to happen.
9. Click “Filter, Blur, Gaussian Blur” and pull the radius up to between 5 and 10. If you have “Preview” selected, you’ll be able to see your progress as you go, and stop where you feel it looks “sketchy” to a point that you like.

10. And that’s it – you can add some shading, or color, it’s up to you. I left mine alone, and was happy with this:
